Sharpshooter II - Can't Get Out Of Diagnostic Mode

The game starts in diagnostic mode and I cannot get it into game
mode. No manual, and this is the first Game Plan machine I've seen,
so any suggestions are appreciated.

Well, when I disconnect the sound card, the MPU flashes 6 time as usual, then goes into diagnostic mode. The game is supposed to play a startup tune after the 6th flash of the MPU LED. When I plug in the sound card, the MPU only flashes 5 times, then there's static like crazy from the game speaker. Sounds like two separate problems... maybe they're related?
